You may already have it and not know it.
Thats what happened to me. I was nosing around the new buttons above my LIVE spaces free web page, and there was this "Skydrive" button. Anyhow;
If you have a Hotmail or MSN Free E-Mail account, you can go to Microsoft LIVE and sign up for LIVE there for free using your e-mail address.
Here is the link to sign up for LIVE and HOTMAIL at the same time.
Here is the link if you already have Hotmail, but do not have LIVE access;

Once you are registered on LIVE then go to this link;
http://skydrive.live.com/
It will ask you to use your password to sign in the first time, then it migrates your live account with your new SkyDrive account.
It's working good for me so far.
ALTERNATIVE (If you don't want to use LIVE)
Upload and share files up to 5GB for free with the web site "File Dropper". The site is missing at least one very important feature—namely that you can't see the upload progress, which is irritating when uploading large files—but it's also the largest upload limit I've seen from a free file sharing service in a while.
